From 1994 to 2000, Southern California Gas Company (SoCalGas) struggled to meet EPA Best Achievable Control Technology (BACT) limits established for turbines at their Wheeler Ridge compressor station. While the EPA BACT Clearinghouse limit of 5 pp, had been achieved with Selective Catalytic Reduction (SCR) systems on base-loaded cogeneration turbines, we found that it was not applicable to a simple cycle pipeline compression turbine with high temperature exhaust, variable loads, and frequent cycling (starts and stops). To help resolve the problem, Engelhard Corporation offered a new high temperature zeolite catalyst. However, SoCalGas was wary to continue trying to meet a limit that had not truly been “achieved in practice” for the class and category of turbine use at Wheeler Ridge. Therefore, SoCalGas, Engelhard Corporation, the San Joaquin Valley Unified Air Pollution Control District, and EPA embarked on a demonstration project to establish a procedure too predict an achievable limit for the class and category of turbine.
