In 1994, Southern California Gas Company successfully completed certification testing of the first pair of Parametric Emissions Monitoring system (PEMS) applied to IC engines operating under the arduous criteria of South Coast Air Quality Management District (SCAQMD) RECLAIM emissions trading program. Those systems have offered excellent reliability and ease of operation. An enhanced version has been applied to a further eight engines between 1999 and 2001. An industry guideline on the application of PEMS to IC Engines and the successful application of PEMS to eight non-RECLAIM multi-fuel engines also operating under the jurisdiction of SCAQMD is included. Recent experiences such as the SIPCall have demonstrated that emissions from engines will continue to come under ever more stringent regulatory scrutiny. This paper offers guidance on the cost effective application of continuous engine emissions monitoring and the associated levels of achievable performance.
